It covers 2.76 square miles and has 12,108 residents within its borders. Julian Spence first settled the area, came to the United States during the Gold Rush of 1849, and purchased 160 acres that now make up much of southern Pasadena’s historic core. One of his children (John) became one of South Pasadena’s first settlers when he bought land from his father in 1880. John Spence opened an agricultural development on what would become Orange Grove Avenue in 1888, supplying oranges to Southern California by railcar at the turn of the century with connections to Santa Ana orange groves and Ontario for Canadian apples beginning in 1902; Spence was the only farmer in southern Pasadena. This area once had an abundance of sycamores, so it is fitting that Spence’s 1894 farmhouse was built by Adam Benton, who once owned much of what is now known as South Pas. The City of South Pasadena was formed in 1896 when its citizens voted to disincorporate from Pasadena and set up their government.

Representation of the 21st district includes Republicans on the state level but Democrats locally. This City has a large amount of registered Republican voters, but Democratic candidates usually win. The state has identified this congressional district since 2003 as the 24th District. Proposition 36 passed with a 54% majority vote to fund drug treatment; South Pasadena was against this proposition. There are some rules that the police department must follow, but they do not always work with the judicial system.

It was found in a study by CAS Senior Researcher Dr. Chiu-Fang Chou (2007) that there is evidence of noise pollution having adverse effects on birth weights. Dr. Chou found evidence that noise pollution was associated with low birth weights, birth complications, and fetal stress. The study specifically mentioned South Pasadena as “one of the 14 cities in Los Angeles County where there are significant exposures to freeway traffic noise”.
South Pas has many historical areas, which include the area known as the ‘Old Town District.’ This area has a chronological structure: the old town library was built in 1917, but it had to be rebuilt due to a large fire in 1924. There are many interesting buildings here, including ‘The Frink’s Building’ from 1913 and the Farmers & Merchants National Bank from 1916. The City of South Pasadena has not done much to preserve this area, but they have added a ‘South Pasadena Preservation Plan. The plan is meant to help retain the history of South Pasadena while still allowing for new buildings to be built. There are many art organizations in South Pas, including The Arroyo Arts Collective, located on ‘Arroyo Avenue.’ This organization has helped preserve the ‘Old Town District’ by offering historic walking tours and publishing a journal that discusses South Pas History.

The City also has many murals, including one painted in 1989 on San Pasqual St., depicting California history from 1542-1840, which is meant to represent the City’s history.
The South Pas City Council has an African American woman, who is also the Mayor of South Pasadena, named Paula Monlux. She was elected in 2013 and went on to win reelection for a second term in 2017. This Mayor has worked with many organizations, including The Rose Bowl Operating Company, where she is currently Vice-Chair, and the Metro Gold Line Foothill Extension Construction Authority. She has also served as a board member of the Los Angeles Metropolitan Transit Authority for 11 years.

The Mayor was born in South Pas on November 3, 1950. She attended Garfield Elementary School, Mark Twain Jr High School, John Muir High School, where she graduated with honors in 1968.
Monlux attended California State U Northridge and graduated in 1973 with a Bachelor of Arts degree in Political Science and History. She has been an active member of the community ever since she attended Mark Twain Jr High School. She started by serving as President of Muir Hi Youth Conference and later became a member of the Muir Hi Youth Conference Board of Directors.
Since she was a child, she has been involved in South Pas when her parents moved to this City because they wanted their children to grow up in the offered small-town environment. Her first experience serving the community was as a member of the San Pasqual High School Choral Group. She also enjoyed being part of a Junior Women’s Club, where she learned about community service and how to help the City.

Her first job after college was as an educational assistant for LA Unified School District in 1973. She worked there for two years before working with the County of San Bernardino’s Probation Department. There she was promoted from a Program Aide to a Senior Parole Agent, where she supervised adult offenders under the jurisdiction of the Board of Corrections. She held this position for three years before starting her own business as a Contract Administrator and Project Manager at First Resource Group. In 1989, Monlux went back to work with the County of San Bernardino’s Probation Department, where she was initially assigned as a Senior Parole Agent. She then became the Assistant Chief for its Juvenile Division in 1993, and later on, she was reassigned to manage several divisions of the department’s adult offenders.

In 2009, Monlux joined Rose Bowl Operating Company, where she serves on many committees, including Committee of 15, Tournament of Roses Vice-Chairman’s Council, Rose Parade “Chairman’s Circle,” and Labor Relations Committee.
Since the beginning of her life in South Pas, she has served on many committees, including San Pasqual Local School District Board of Trustees, where she was the board president for two years. Her first campaign for the 7th District City Council seat was in 2009, and she won with 57.8 percent of the vote. This experience motivated her to run again, and on November 3, 2013, Monlux won reelection for a second term as Mayor. She is now serving her second year as Mayor of South Pasadena.

Monlux has been honored by many organizations for her efforts. She was awarded the Community Star Award by 100 Black Women of San Gabriel Valley in 2012, and she also received the Outstanding Service Recognition Award at Muir High’s 40th Anniversary Celebration. Monlux is also a member of several other organizations, including the American Legion Post #555 Auxiliary Unit; El Rancho Democratic Women’s Club; League of Women Voters; Muir High School Alumni Board; San Gabriel Valley Council of Governments (SGVG); South Pasadena Area Community Coalition (SPACC); and the South Pasadena Chamber of Commerce.

Currently, she lives in South Pas with her husband David Monlux, a retired administrator from the County of San Bernardino’s Probation Department. They have been married for 35 years and have three children, five grandchildren, and one great-granddaughter. Monlux is a longtime fan of USC Trojans, the Los Angeles Lakers, and the Dodgers.
